#Newsflash: Fogging at Simon Place day after Zika cluster discovered

SINGAPORE: A day after the first Zika cluster reported this year was confirmed at Simon Place in Hougang, National Environment Agency (NEA) officers conducted thermal fogging in the housing estate.

On Wednesday (Mar 29), NEA confirmed that two members of a household in the estate were infected by the virus.

An NEA notice posted in the area stated that the agency will conduct thermal fogging of outdoor areas in the neighbourhood to get rid of adult mosquitoes which could spread the virus.

NEA officers were also seen going from door to door at about 9am informing residents that the fogging would start soon.

Aljunied GRC Member of Parliament (MP) Sylvia Lim spoke to reporters on Thursday morning during a visit to the area during NEA’s operations.

"Residents living in this area are quite used to clusters of mosquito-borne diseases - in the last few years, we've also had dengue outbreaks. So they are quite resilient, they generally know what to do and how to protect themselves," she said.

Besides thermal fogging of outdoor areas, NEA officers will also conduct low-volume misting in all homes, she said, urging residents to cooperate.

“I understand that in the past, some residents had been inspected a few times and there was a bit of fatigue on that. But you never know how things have changed, so please cooperate with the authorities,” she said.

“At the same time, we should remain calm and keep in perspective … and not overly panic over the situation.”

In an update on Thursday evening, NEA said it had inspected 234 of the 400 premises in the cluster. A total of 10 breeding habitats were found and destroyed, of which seven were from homes and three from common areas or other premises, said an NEA spokesperson.

CLINICS SAY NO FURTHER CASES DETECTED

General practitioners in the area that Channel NewsAsia spoke to on Thursday morning said none of their patients have shown any signs of Zika.

At Chiew Clinic in Simon Plaza, a short walk from Simon Place, no cases of the virus have been reported. The clinic said it is aware of the area being a cluster, but has not stepped up precautionary measures.

Down the road, Dr Chua Boon Ling at Simon Road Family Clinic also said that he has not detected any new Zika cases.

However, he noted that in the last two weeks, a patient came to see him with flu symptoms and returned a few days later with a high fever.

"With the Zika outbreak and where this patient lives near to the so-called cluster, it could possibly be (a Zika case) but that has to be tested to confirm," Dr Chua said, adding that he will follow up with the patient.

The clinic will also have patients undergo tests should they be suspected of carrying the virus, he said.

#Newsflash: IS counter-attacks to defend north Syria stronghold

TABQA DAM: Clashes raged around a key northern Syrian town on Tuesday (Mar 28) after the Islamic State group launched a counter-attack to fend off a US-backed advance near the militants' stronghold Raqa.

Backed by air power from the international coalition bombing IS, the Syrian Democratic Forces are laying the groundwork for an assault on the heart of the militants' so-called "caliphate".

A key part of the campaign is the battle for the IS-held town of Tabqa on the Euphrates River, as well as the adjacent dam and military airport.

The SDF seized the Tabqa airbase late Sunday and began moving north towards the town itself, but IS fighters began pushing back on Tuesday, the Syrian Observatory for Human Rights said.

"The fighting is a result of IS launching a counter-offensive to exhaust the Syrian Democratic Forces around the Tabqa military airport," Observatory head Rami Abdel Rahman said.

He said the SDF was working to "consolidate its positions" near the airport ahead of a final push for the town.

IS began the attack by dispatching a car bomb towards SDF forces stationed near the airport, the alliance's media arm said.

Fierce clashes broke out but the SDF held back the attack and managed to seize some ammunition and rocket stores from IS, according to pictures published by the SDF.

SDF fighters are also bearing down on the Tabqa dam after capturing its northern entrance on Friday from IS fighters.

The fight around the structure has been backed by forces from the US-led coalition, with American-made armoured vehicles bearing the markings of the US Marine Corps seen moving along a nearby road.

An AFP correspondent at the dam on Tuesday said it was generally quiet around the dam itself, despite the occasional IS-fired mortar that landed in SDF-controlled parts of the riverbank.

Planes could be heard above as SDF forces patrolled the northern entrance of the structure.

'ACCEPTABLE' WATER LEVELS

On Tuesday, coalition forces could be seen standing near military vehicles less than two kilometres (one mile) from the dam, their mortar rounds casually stacked nearby.

After a brief pause in fighting on Monday to allow technicians to enter the dam complex, SDF fighters resumed their operations around the structure, said spokeswoman Jihan Sheikh Ahmed.

"IS amassed its fighters and attacked our forces in the area, which forced us to respond and resume the operations to liberate the dam," she said.

Earlier this year, the United Nations raised concern about the prospect of damage to the dam in fighting, warning that water levels - which put pressure on the structure - were already high.

On Tuesday, technicians accompanied by the Syrian Arab Red Crescent could be seen examining the dam to assess whether water levels had risen in recent days.

"The explosions and the clashes are threatening the dam, and we ask for all sides to distance themselves from it," said Ismail Jassem, an engineer from the SDF-controlled Tishreen Dam in neighbouring Aleppo province.

"The water levels are acceptable now. We came to open up one of the gates to relieve the pressure," he told AFP.

The SDF launched its offensive for Raqa city in November, seizing around two thirds of the surrounding province, according to the Britain-based Observatory.

At their closest point, the forces are just eight kilometres (five miles) from Raqa city, to the northeast. But they are mostly further away, between 18 and 29 kilometres (between 11 and 18 miles) from Raqa.

The Observatory, which relies on a network of sources on the ground in Syria, said IS had deployed around 900 fighters from Raqa city to various fronts in the wider province.

"Fighting is raging on every front around the city of Raqa, accompanied by non-stop air strikes," Abdel Rahman said.

Syria's conflict began with protests against President Bashar al-Assad in 2011 but has turned into a brutal war pitting government forces, militants, rebels, and Kurds against each other.

UN-mediated talks between government and rebel representatives continued on Tuesday in Geneva, aimed at bringing an end to the war that has killed 320,000 people.

The lead negotiator for the main opposition High Negotiations Committee (HNC), Mohamad Sabra, said in an interview late Monday that there could be "no real and viable political solution without the presence of the Americans."

The United States has a "moral duty" to throw its weight behind efforts to end the six-year conflict, he told AFP.

1. Pulau Semakau

The Story: Pulau Semakau, or as it is more popularly known, Semakau Landfill, is Singapore’s first and only remaining offshore landfill site.

Things To Do: I know, a landfill site is nothing worth visiting, but don’t exclude this just yet. The landfill activities here only occupy the eastern side of the island, keeping the rest of the island full of untouched flora and fauna. Perfect for the eco-adventurer, interested visitors can book a tour with NEA who conducts guided nature walks.

With rich mangrove habitats and a healthy coral population, the island has become a site for nature research with a coral nursery on the island. Wait, corals have babies?!

Getting There: Depart on a ferry from Marina South Pier when you book a tour with the Raffles Museum of Biodiversity Research (NUS) at $52.50/pax.

2. Pulau Satumu

The Story: The only towering feature that is visible from a distance is the Raffles Lighthouse in shining white. The Lighthouse has been operational since 1855 to warn incoming ships at night when they are reaching the shore or shallow waters.

Things To Do:Truth be told, a glimpse of this makes me think of Shutter Island. You know, that movie with Leonardo DiCaprio in it and everyone on the island is perpetually crazy? But hey, I'm not saying this is the same thing.

The island has restricted access to the public but the Maritime and Port Authority of Singapore organises the Singapore Maritime Week every year. The SMW is Singapore’s biggest maritime event hosting conferences and numerous activities. It is through this event that the island is open to the public with a guided tour. Visitors get a historical tour of the lighthouse and revel in crystal clear waters by the rocky shore.

Getting There: Depart on a ferry from Pasir Panjang Ferry Terminal when you sign up for a guided tour held annually organised by MPA. Check their full calendar of events for 2015 here. 

 3. Coney Island

The Story: Nah, this is not the theme park in New York. In fact, a few entrepreneurs had plans to develop the island into the now famous Brooklyn theme park back in 1950. These plans didn’t see the light of day but the name stuck. Thereafter, the island was a popular picnic ground for locals. The Aw brothers of Haw Par Villa also once owned the island and built a mansion which now stands abandoned.

Also known as Pulau Serangoon, this island is scheduled to be launched as part of the new Watertown Punggol that is located next to Punggol Waterway. The 45ha area will be made into a commercial and residential site, with half of the island sporting a beach that faces the Johor Strait.

Things To Do: So there isn't a ferris wheel or a carnival but it is instead a rustic slice of what could have been. The existing evergreens create natural forested walkways in the serenity where bird-watching is strongly recommended. There is also a small stretch of beach with a view of Pulau Ubin in the distance.

I know what it sounds like ... a recreational AND residential site on an island? Talk about a B-grade Sentosa. Then again, island living could be the next big thing.

Getting There: Walk across the connecting walkway from Punggol Promenade Nature Walk.

4. Lazarus Island & Pulau Seringat


The Story: Call it St. John’s secret. An offshoot of St. John's Island, Lazarus Island is Singapore’s best-kept beach. Like the biblical character, Lazarus, who was raised from the dead, the existing 800-metre stretch Pulau Seringat is now a reclaimed beach overlooking a beautiful lagoon that is perfect for swimming in.

Things To Do: The next time you’re craving for white sandy beaches and crystal clear waters, forget the Maldives and head to a replica just a boat ride away. Fool your friends with a Boracay geotag when you snap a photo on Instagram. They'll never know the difference. *wink* Except, now that it's on here ...

Getting There: Take a round-trip ferry ride from Marina South Pier ($18), and turn left upon disembarkation at St. John’s jetty.


5. Pulau Ubin

The Story:The most popular offshore island in Singapore after Sentosa, Pulau Ubin is a small island brimming with rich history. In direct translation, Pulau Ubin is Malay for ‘Granite Island’, attributed to the granite quarries that used to be in operation back in the day. This rustic slice of Singapore is what’s left to remind mainland residents of its origins 50 years back.

Things To Do:Relieve the rural flora and fauna with a tour of the Chek Jawa Wetlands ($60 for a group of 15 pax). And of course, you can never explore the island without going village-style.

Rent a bicycle at $3-$7 per hour and catch glimpses of hornbills and wild boars. For the more seasoned cyclists, Ketam Mountain Bike Park, Free Ride Skills Park and Dirt Skills Park are open areas for you to test those wheels.

6. Kusu Island

The Story: In Hokkien, ‘kusu’ means ‘tortoise’ and Kusu Island is therefore named due to its shape resembling a turtle before land reclamation. Its mythical origin is believed to stem from a giant tortoise which saved a Malay and Chinese man who were shipwrecked. In gratitude, the men then built a temple and a shrine respectively. The island then has become a sanctuary for Muslim and Taoist worshippers who come here to pay their respects.

Things To Do: There is a literal meaning to the island, as it has various tortoise exhibitions as well. I'm not a big fan of the reptiles and watching them must seem so exciting. Then again, it's not everyday one gets to witness a tortoise invasion.

A guided marine tour is available when you sign up with the Blue Water Volunteers in which you can get up close and personal with corals, shrimps, and possibly a sea turtle!

In spite of it being a site of rich heritage, there is also a beach and a couple of lagoons to swim in.

7.  Sisters’ Islands


The Story: These islands talk about blood over water - literally. Legend has it that the Sisters' Islands got their name from two sisters who were about to be forced into marriage by pirates. The girls swam away in attempt to escape but unfortunately drowned, and two islands emerged from the spots where they were last seen.

Things To Do: These days, the islands are good for a day of leisurely water activities. Get under the sea in your snorkelling gear and explore hard and soft corals while witnessing giant clams, sea horses, octopuses, and even black-tip reef sharks! A word of caution though - the currents can get really strong so take care not to get washed away lest you become an island of your own. *shudders*

Overnight camping is allowed on the island with a permit from Sentosa Leisure Group. Guided walk tours are available for booking with NParks.  8. St. John’s Island

The Story: Once home to cholera patients, lepers, and other misfits, St. John's was once a quarantine station for fellow ill-stricken immigrants from Mecca returning to Singapore. Thereafter, for better or for worse, the island became a rehabilitation centre for opium addicts.

Things To Do: Will you find traces of opium, you wonder? I kid. Don't let its history scare you - St. John's Island is now home to three of the cleanest swimming lagoons of all the offshore islands.

Feel free to take a dip around the island's shores and watch marine life surround you with its colourful corals and various sea creatures. Or, for those not looking to get wet, picnic grounds and trekking routes are also available on the island where you can catch a view of the mainland’s skyline.

Staying overnight is made possible with chalets that include a kitchen at a rental cost of $133.75 per week and accommodates up to 10 people. 9.  Pulau Hantu

The Story: Literally meaning “ghost island” in Malay, there’s nothing supernatural to this story. In fact, its name is in reference to the middle part of the island which disappears under water during high tide.

Things To Do: The island is popular with diving enthusiasts, namely the Hantu Divers who organise diving trips on their website. I have a friend who frequently travels all the way to neighbouring SEA islands just to do the exact same activity right here. Sure, it's nothing like Into the Blue where you get to find treasure and have a bikini-clad Jessica Alba, but no one's stopping you from doing the same.

If you’re not the diving sort like yours truly, the waters are also perfect to snorkel in and watch marine life such as clownfish and seahorses. Camping overnight is also available with permit from Sentosa Leisure Group.

Getting There: There are no public ferry charters to the island unless you sign up for a dive with the Hantu Divers with whom travel arrangements are included. An alternative would be to charter a private boat from the West Coast or Marina South Pier at negotiable rates.

10. Sentosa Island

The Story: Last but not least, who could forget Asia’s Favourite Playground? Sentosa has had a rich history way before the Japanese Occupation in 1945. Today, the country’s most popular island is visited by approximately 20 million people a year and is home to its best beaches, hotels, the Resorts World Sentosa, Universal Studios Singapore and the like.

Things To Do: At Sentosa, it’s fun at every corner. Go sunbathing, swim in the ocean, visit heritage sites, party on a yacht, play golf, ride roller coasters, go to a beach club … and many more! “I’ve never been to Sentosa” said no Singaporean ever. Many people still have never visited Quayside isle. We recommend checking this sweet enclave out. It's like a little ang moh colony. The end of our video here has a bit of Quayside Isle.

#Newsflash: US Senate Intelligence Committee to question Donald Trump's top aide and son-in-law Jared Kushner over meetings with Russians

NEW YORK (NYTIMES) - United States Senate investigators plan to question Jared Kushner, President Donald Trump's son-in-law and a close adviser, as part of their broad inquiry into ties between Trump associates and Russian officials or others linked to the Kremlin, according to administration and congressional officials.

The White House Counsel's Office was informed this month that the Senate Intelligence Committee, which is investigating Russian interference in the 2016 presidential election, wanted to question Kushner about meetings he arranged with the Russian ambassador, Sergey Kislyak, according to the government officials. The meetings included a previously unreported sit-down with the head of Russia's state-owned development bank.

Until now, the White House had acknowledged only an early December meeting between Kislyak and Kushner, which occurred at Trump Tower and was also attended by Michael Flynn, who would briefly serve as the national security adviser.

Later that month, though, Kislyak requested a second meeting, which Kushner asked a deputy to attend in his stead, officials said. At Kislyak's request, Kushner later met with Sergey Gorkov, the chief of Vnesheconombank, which the United States placed on its sanctions list after President Vladimir Putin of Russia annexed Crimea and began meddling in Ukraine.

A White House spokeswoman, Hope Hicks, confirmed those meetings, saying in an interview that nothing of consequence was discussed and that they went nowhere. Gorkov, who previously served as deputy chairman of the board at Sberbank, Russia's largest state-owned bank, could not be reached for comment.

Members of presidential transition teams routinely meet with foreign officials, and there is nothing inherently improper about sitting down with the Russian ambassador. Part of Kushner's role during the campaign and the transition was to serve as a chief conduit to foreign governments and officials, and Hicks said he met with dozens of officials from a wide range of countries.

She added that Kushner was willing to talk to Senate investigators about the meetings with Kislyak and the banker, saying: "He isn't trying to hide anything and wants to be transparent."

Still, meetings between Trump associates and Russian officials or others linked to Putin are now of heightened interest as several congressional committees and FBI investigators try to determine the scope of the Russian intervention in the election and links between Russians and anyone around Trump.

#Newsflash: Escalator accident at Hong Kong's Langham Place: Technicians arrested for tampering with mechanical parts

HONG KONG - Police in Hong Kong arrested two technicians from an escalator company, following the malfunction that left 18 people injured.

The South China Morning Post (SCMP) reported that the two men were held by police on suspicion of having handled parts of the escalator that suddenly reversed on Saturday (March 25).

The two, aged 22 and 52, were arrested for allegedly attempting to pervert the course of justice. They have been released on bail but must report back in April.

The malfunction is believed to be due to a damaged driving chain.

It appears that a braking device had also malfunctioned in the incident on Saturday (March 25), SCMP reported earlier on Sunday, quoting Hong Kong's Electrical and Mechanical Services Department.

Shoppers at Langham Place lost their balance and fell as the 45m-long escalator suddenly reversed direction, and 18 were hurt.

A woman who injured her leg in the accident said the escalator was moving twice as fast as usual.

More than 10 people piled up near the base of the escalator, a witness said.

Most escalators have safety devices to ensure they did not go into reverse, a lift and escalator engineer told SCMP.

Why these auxiliary brakes did not kick in would have to be investigated, he said.

The escalators were still cordoned off on Sunday.

A Langham Place spokesman said on Saturday that the escalator had just passed a biannual safety inspection on March 23.

It was installed by Otis Elevator.

The escalator links the fourth and eighth floors of the Mong Kok shopping mall on Argyle Street, and is one of the longest indoor escalators in Hong Kong.

#Newsflash: Peru fears disease outbreak amid flooding

CARAPONGO (Peru) • Between rows of plastic tents on the outskirts of Lima, Ms Martha Llanos takes her ration of rice and chicken alongside thousands of others who have been forced to leave their homes by the worst flooding to hit Peru in decades.

The 43-year-old mother of three said she was less worried about the loss of her makeshift home in the destitute district of Carapongo than she was about the health of her children. "My two-year-old daughter tells me, 'Mummy, my stomach hurts'," Ms Llanos said from the tent city that the authorities had set up for the displaced. "I don't have any medicine."

The spectre of diseases thriving amid pools of stagnant water in flooded neighbourhoods is one of a raft of problems Peru faces as it waits for an end to an unusually brutal rainy season.

More than 80 people have been killed and 110,000 displaced in rain-related incidents since last December, most of them this month after a sudden warming of Pacific waters off Peru's coast unleashed torrential downpours in a damaging local El Nino phenomenon.

In parts of Peru, including the capital, Lima, where a third of Peruvians live, schools have suspended classes, and running water is restricted after treatment plants were clogged with debris from mudslides. Damage to infrastructure has choked off transit and produced food shortages.

Poor people who built their homes on land near rivers and ravines have been the hardest hit. In Peru, about half a million people live on flood plains, according to a report by state water agency ANA.

"I used to have my business here, but the river swept it away," said Ms Veronica Ventura, a 33-year-old single mother, as she dug through the mud to find the bottles of soda she once sold from her house.

As rains continue to lash Peru's northern desert region and part of the central Andes, the authorities warn flooding may last into April.

The government has fumigated more than 200,000 homes to prevent outbreaks of mosquito-transmitted diseases such as Zika, dengue and chikungunya.

In Carapongo, cement columns and parts of brick walls steeped in mud are some of the remnants of homes that once bordered the Rimac River before it burst its banks last week.

#Recipe: 5-Cheese Mac & Cheese | Lawrence Page





Ingredients: 
1 box of elbow macaroni
1 12-ounce can evaporated milk
3 eggs
½ cup unsalted butter
2 cups cheddar cheese, shredded and divided
1 cup mozzarella cheese, shredded
2 tablespoons feta cheese, crumbled
1 cup provolone cheese, cut into small pieces
½ cup smoked Gouda cheese, shredded
4 teaspoons salt, divided
2 teaspoons black pepper

Preparation: 
- Preheat oven to 350˚F/180˚C.
- In a large pot or dutch oven, cook macaroni according to package directions, salting the water with 2 teaspoons of salt. Drain and return to the warm pot.
- Add butter to warm macaroni and mix until melted. Season with the remaining salt and pepper.
- Add 1 cup of cheddar, mozzarella, provolone, Gouda, and feta cheese. Mix well.
- Add eggs and evaporated milk, mix until fully incorporated.
- Transfer to a 9×13-inch baking dish and top with the remaining cheddar cheese.
- Bake in a preheated oven for 40–45 minutes, until the top has nicely browned.

#Recipe: Zeppole San Giuseppe | Laura in the Kitchen

Ingredients:
Dough:
1 cup of Water
1 cup of All Purpose Flour
1/4 tsp Salt
1/2 cup of Unsalted Butter
4 Eggs at Room Temperature

For the pastry cream: 
2-1/2 cups of Whole Milk
1/4 cup of Granulated Sugar
1/4 cup of All Purpose Flour
2 Tbsp of Cornstarch
1 Small Strip of Lemon Zest
4 Egg Yolks

Process,

Start by making the custard. 

1) In a saucepan add the milk and lemon zest and bring to a simmer. In a large bowl, whisk together the egg yolks and sugar until thick and pale (this takes a couple minutes) then whisk in the flour and cornstarch and when the milk is ready, remove the lemon zest and slowly stream in the milk into the egg yolk mixture and whisk until smooth.

2) Pour the mixture back into the saucepan and cook on medium-low heat until the mixture thickens, stir in the vanilla and then pass it through a sieve into a bowl, cover with plastic wrap and pop it in the fridge to cool completely.

3) Preheat your oven to 400 degrees, line a baking sheet with parchment paper and set aside.

4) In a large saucepan, add the water, butter and salt and bring to a boil, add the flour and salt and cook stirring the whole time for about 3 minutes.

5) Add the dough to the bowl of a food processor fitted with a paddle attachment and let it mix for several minutes to cool the mixture a bit.

6) Add one egg and mix until incorporated and then continue to mix one egg at a time until you have a smooth mixture, allow to sit at room temperature for about 10 minutes.

7) Place the dough in large piping bag fitted with a large round tip, then start piping out little nests about 2-1/2 inches wide and about 3 levels high (watch video for visual instructions) a few inches apart from each other.

8) Bake them for about 40 minutes or until deeply golden brown, allow to cool before filling the center with the pastry cream and top with a maraschino or amarena cherry.

For the Fried Version: 
1) Pipe out the nest (same size as listed above) on small pieces of parchment paper, fry a few at a time in some very hot vegetable oil (350 degrees) the parchment paper will peel away instantly as they hit the hot oil so remove them as soon as you can. Fry them for a few minutes or until deeply golden brown on both sides then drain them on a paper towel lined platter.

2) Fill them with the pastry cream, top with a cherry and sprinkle a little powder sugar over the top.

#Newsflash: British spy agency dismisses Donald Trump wiretapping claim as 'nonsense'

LONDON - In an incredibly rare public statement, a British intelligence agency has dismissed claims, suggested by the White House, that it helped former US president Barack Obama spy on his successor Donald Trump as "nonsense", reported The Telegraph.

Mr Sean Spicer, Mr Trump's press secretary, on Thursday (March 16) repeated a claim - initially made by an analyst on Fox News - that the Government Communications Headquarters (GCHQ) was used by Mr Obama to spy on Trump Tower in the lead-up to the election last November.

GCHQ is the equivalent of the US National Security Agency, which monitors overseas electronic communications.

"Recent allegations made by media commentator judge Andrew Napolitano about GCHQ being asked to conduct 'wiretapping' against the then president-elect are nonsense," a spokesman for the GCHQ said in a statement on Thursday. "They are utterly ridiculous and should be ignored."

Earlier this week, Mr Napolitano, a Fox News judicial analyst, claimed during an interview on the network that three intelligence sources confirmed to him that the Obama administration used GCHQ to spy on Mr Trump so that there would be "no American fingerprints on this".

Mr Spicer repeated the claims during a press conference on Thursday and quoted from a series of articles that discussed surveillance.

MR Tim Farron, the British Liberal Democrat leader, described Mr Spicer's comments as "shameful".

"Trump is compromising the vital UK-US security relationship to try to cover his own embarrassment," he said. "This harms our and US security."

The US president is under increasing pressure at home to justify his claims, with members of Congress from both parties saying they have found no evidence to support the allegations.

Britain and the United States are - along with Australia, Canada and New Zealand - part of the "Five Eyes" intelligence-sharing alliance forged in the aftermath of World War II.

But a British official told Reuters that under British law, GCHQ "can only gather intelligence for national security purposes" and noted that the US election "clearly doesn't meet that criteria".

The official added that GCHQ "can only carry out intelligence operations where it is legal in both the US and UK to do so".
